I was aware permits were needed, but I don't know if that would have much to do with individual competitiveness. I also wasn't aware the permits were renewed (or not) annually. FYI, media in Malaysia ARE NOT competitive. Individual newspaper permit is issue in a annual basis, whoever act "naughty" will be punished by not given the permit.
