    Having worked quite a while in the canadian government (as a consultant mind you), I don’t think what happened was as much criminal as it was systemic to the government culture. There is so much red tape and bureaucracy in government that it lends itself to the necessity of cutting corners. If you don’t cut corners, you get nothing done. And so it becomes a slippery slope. Granted this event was on a larger scale and probably did involve some activity that could be called criminal. But you’re right, there is a huge amount of skepticism out there both towards the people accused, the people ‘exonerated’ and the people using this as a political soap box to hasten their own agenda.

    I agree the problem is systemic.
    The difficulty I think many of us have is sorting out who got caught in the system and who played it.
