Scary headline isn’t it?  It’s meant to be. Toronto media is incredibly competitive

Toronto Police and Fire Department officials have confirmed there was a  violent death in a washroom at Tim Horton’s at Yonge and Bloor. That’s the heart of Toronto and part of the trendy Yorkville district.

There are probably still more media on the scene than first responders - and the difficulty with that is information isn’t and can’t be forthcoming. So media fills it’s gaps with interviews with shaken and scared eyewitnesses, because facts are sparse.
Often media spokespeople for first responders don’t know what is going on while colleagues do their job, media relation personnel have a responsibility to address the insatiable air time and need to know, as cautiously and accurately as possible. 
One of the difficulties is people expect information - now.
“We don’t know” is often not subterfuge, it’s just truth.
Media relations personnel are aware of the different types of media key deadlines (press, TV, radio) and attempt to assist deadlines. Add the internet and it’s immediacy and the accurate dissemination of information becomes even more critical for departmental spokespeople. Five hours into an incident is not a long time in an urban environment. Tim Horton’s corporate personnel are not going to fuel fear, their job is to help their staff and assist in investigation.
All first responders on shift go through debriefings, the public doesn’t have that safety valve. Some people find a large emergency response comforting, other’s don’t.

There has been a bit of speculation on blogs - of course humans have a need to fill in the gaps. 
For example Damien Penny, a lawyer in Newfoundland is a member of a controversial conservative blogging network in the US. He is paid to give them information, and he is also wise enough not to tell them what they may wish to hear.
