That is one of the things taught in the safety part of all amateur radio classes.
Yes a taser is a weapon, and as such (at least in Ontario) a use of force report must be filed each and every time it is used. The use of force report also covers "pepper spray" and conventional weapons. The taser model used in Ontario records the number of times used and cumulative discharge time for the records. Perhaps the officer training or model used in the UK is different from that used here.

In the case of the man in Winnipeg, his clothing was thick enough to insulate him from the taser. In this case, if the taser had been effective he would have lost muscular control long enough for the officers on scene to remove his gun and restrain him.</description>
