People that study reconstruction of countries torn apart say it takes 15 years if all the right factors are in place - stable government, the ability to create peace, influx of education and economic rebuilding... I'm not impressed with General Hillier calling for 'parliament' to finish it's debate. That is not his call. Add on what Gates has said publicly and yes, I doubt the Manley panel went much beyond what had been done a few years ago.
